Are Easter Dresses a Regional Thing?

When I was a kid we would get Easter clothes to go to church in. I also notice that stores have a much wider selection of dresses during this time, although they are usually in sweet pastel colors. With somethings like shoes or toyata parts you can find a good deal year round, but after Easter seems the best time to buy dresses. Is this a regional thing or do you get a new Easter dress, regardless of whether you're going to church or not?
